Usually the right person to ask is the recruiter. If someone else interviewed you, then just ask that person.
2. When to ask
The best time is after you have been turned down for the job and preferably by email as this doesn’t put anyone on the spot.
3. How to ask
Your approach should be open and gracious. Thank the interviewer for his time and then ask for feedback in a non-demanding way.
